Today (August 1st), the National People's Health Commission (DAC) issued the notice on the grading and evaluation system of smart services for hospitals (Trial), which is officially launched in the first sub district. As of September 10, 32 districts of 31 provinces and cities in China will complete the data filling and reporting work in one month.
After the release of the notice, arterial network has successively communicated with industry related enterprises, trying to understand what impact the policy guidance will have on the industry, and what solutions will enterprises have to meet the construction of smart hospitals?
According to the notice, the Health Commission has decided to carry out the grading evaluation of smart services in hospitals at and above the level II that apply information systems to provide smart services, and has made clear requirements on the grading evaluation standards and evaluation methods of smart hospitals.
Six levels determine the degree of hospital intelligence. In this classification, the health commission will evaluate the function of hospital application informatization to provide intelligent services for patients and the effect that patients feel, totaling six grades.
According to the basic service contents of patients before, during and after diagnosis, combined with hospital information construction and Internet environment, the overall system has identified 5 categories and 17 evaluation items. In the "notice", the document has made a belief statement on each grade of each rating project.
Now that the policy has arrived, how do information-based enterprises, artificial intelligence enterprises and information directors think of the promotion of intelligent service grading evaluation standard system? How should enterprises and hospitals respond? Arterial network interviewed several enterprises, trying to explore the trend behind the policy.
The essence of smart hospital lies in convenience for the people

Nowadays, such a scenario no longer exists. Through AI guidance, patients can match doctors in one second, realize online triage registration, and eliminate the anxiety of long queues of patients.
This is one of the achievements in the construction of smart hospitals. Domestic enterprises such as Tencent, Huawei, Weiyi orthopedics, liankong medical plus, left-hand doctor, Jianhai technology have already set up smart hospitals. In addition to the above intelligent pre diagnosis services, there are corresponding solutions during and after diagnosis and even doctor-patient education.
Left handed doctors are enterprises that involve more intelligent hospital rating projects. Among the 17 projects involved in the notice, the products of left-handed doctors can be applied to 9 evaluation projects with 5-level evaluation, covering more than 50% of the rating projects. To some extent, policy guidance and enterprise promotion are complementary.
However, this rating project is different from the evaluation of interconnection, and no enterprise can fully cover 17 services, which is related to the detailed rules of the evaluation. In fact, this rating will not only be limited to the evaluation of the hospital's information level, but also the hospital's scientific and technological level. For example, the "patient management" 5-level evaluation standard in "after diagnosis service" requires the hospital to dynamically adjust the rehabilitation plan according to the changes of patients' conditions. The key to the assessment has gone beyond the hospital's self built ability, but needs the hospital to complete the project evaluation together with artificial intelligence and information enterprises.
In addition, there are some 5-level projects that have been realized or are less difficult to realize, such as "family service" in "post diagnosis service", which requires the hospital to recommend family doctor team to patients according to patient's condition and address; The "patient convenience guarantee service" of "in-patient service" requires that the hospital can support the management department to automatically recommend appropriate meals to patients according to the diagnosis and treatment of patients and in combination with the dietary doctor's orders given by nutritionists. Under the existing NLP technology, these two points have been relatively easy to achieve. What is more reflected here is the hospital's care for patients after leaving the hospital.
In the past, the hospital focused on the construction of hospital informatization, that is, focusing on the convenience of the hospital itself, indirectly promoting the patient's medical experience by improving the administrative efficiency and information transmission efficiency, while this policy directly refers to the patient experience. The relevant person in charge of Zhuojian technology said: "the most prominent point of this document is the emphasis on the hospital's service for patients and the" sense of gain "of medical services for patients. In the past, we used to celebrate the great achievements of health care reform, but it was too abstract. Only by letting the common people experience the change, could they really have a "sense of gain.".

The construction of the underlying system in these three aspects will lay a solid foundation for the integrated diagnosis and treatment service. In the future, the specialized intelligent medical system combined with the characteristics of diseases will provide more safe, high-quality and efficient medical services for patients, and greatly improve the medical experience of patients. How to promote smart hospital in the future?
From the point of view of the specific scoring standards, the grading evaluation of hospital intelligent service can be described in detail, each link and each level are described in detail. So, will smart hospitals enter an era of rapid development? In fact, the smart hospital rating may still be an optional question in the short term. Only by looking at the long-term, the effect will gradually appear.
During the interview, we found that the attitude of enterprises towards the notice was relatively calm. After all, the smart hospital was not built in a day, and the smart scheme also needs a gradual process.
"From the hospital level, for the first time, the policy has included the improvement of patients' medical experience and the implementation of life cycle health management into the evaluation objectives, providing a standardized construction guide for the hospital intelligent service information system; From the enterprise level, the policy has expanded the development path for many medical information companies including us, and the hierarchical evaluation project will also stimulate the birth of more projects and enterprises in the vertical field. From the doctor-patient level, the policy provides a choice for patients to obtain more and better medical services, and the improvement of patient satisfaction can effectively alleviate the doctor-patient contradiction
Zhuojian technology told arterial network: "this document is basically customized for Internet hospitals. The first three levels are infrastructure, and level 4-5 are the scope of internet medical care, which needs the assistance of enterprises. "
Take the 2.0 stage of the Internet hospital platform of Zhuojian technology as an example, the online and offline connection can be realized to meet the functional requirements of online treatment, online appointment and offline examination, but the continuous medical experience has not yet been fully formed. Outside the hospital, patients' health awareness is not comprehensive, lack of health maintenance under the guidance of the hospital.
The original intention of the "patient-centered" version of Zhuojian Internet hospital platform just released is more consistent with the core of this smart rating, because it does not only serve patients in the hospital, but covers the whole process management, including Internet hospital services, handheld hospital services, collaborative diagnosis and treatment services, integrated appointment and doctor-patient education services.
Patients can enjoy admission treatment, appointment registration and examination, continuation of prescriptions for chronic diseases, medication reminder, health education, satisfaction survey and post hospital health management services on the platform, which meets the needs of "patient-centered".

"Jianhai technology has always been a hospital wide follow-up platform, not a specific disease or a specific specialty, so when the national policy comes, our follow-up platform will be more closely related to the policy. At present, the products fully in line with the policy have been implemented in three well-known hospitals in China, and these three hospitals will apply to become the first batch of hospitals that have passed the classification of smart hospitals in China. "
Left hand doctors also think this is a good opportunity for them. "At present, most of our cooperative hospitals are level 2-3. We can provide these hospitals with intelligent systems that meet the requirements of level 5. In the future, we may also integrate the existing products and try to create a one-stop service system, so as to facilitate the hospital to better carry out intelligent rating. "
Of course, the hospital is the key to the implementation. Shao Wei, director of the information center of the First Affiliated Hospital of China Medical University, told arterial network: "because the standard is not issued for a long time, there are many projects and need to be interpreted. The information department also needs to deeply study the project, and further optimize the application under the premise of hospital management adjustment, so as to support the business to meet the standard requirements. Of course, to achieve so many smart hospital projects, the relevant standards also need to be further improved. "
What else needs to break through?
On the whole, "smart hospital" includes "smart medical care" for medical staff, "smart service" for patients and "smart management" for hospitals. The construction of the underlying system in these three aspects will lay a solid foundation for the integrated diagnosis and treatment service. In the future, the specialized intelligent medical system combined with the characteristics of diseases will provide more safe, high-quality and efficient medical services for patients, and greatly improve the medical experience of patients.
From the trial implementation of the policy to the achievement of results, there may be a long optimization process, such as the electronic medical record rating, the interconnection rating, and the smart hospital rating.
At this stage, there are still three problems to be improved.
The first problem stems from informatization, that is, the data standards and interconnection can not meet the requirements, and the intelligent medical treatment is unable to meet the requirements. The 5-level standard of "presentation and navigation" of in-patient service requires that the hospital "can obtain the arrangement of diagnosis and treatment activities of multiple departments within the hospital or medical association, and plan the best diagnosis and treatment path for patients"; The level 5 standard of "patient management" of post diagnosis service requires that the hospital "can receive the relevant electronic medical record information outside the hospital through the information system, and form a follow-up record in combination with the diagnosis and treatment situation of patients in the hospital". The former is the requirement of hospital informatization, and the latter is the requirement of Medical Association informatization. When the informatization is not enough to support, intelligent medical treatment will take some time.
The second is cost. Although the official requirement of rating can promote the upgrading of hospital intelligence, it is only limited to hospitals with financial capacity and relatively mature informatization. In addition, the urgency of hospital rating is not strong.
The third problem is medical quality and safety and patient privacy protection. With the gradual opening of information, the difficulty of information protection also increases. Only when information system is open can we solve the problem of information security.
Of course, there are always two sides to things. On the one hand, it will promote the development of relevant industries, on the other hand, it will also enhance the requirements for construction effect, standards and safety system; It's both an opportunity and a challenge. The construction of smart hospital will not be achieved overnight, but it will be an important direction for a period of time in the future, and information enterprises will also play an important role in it.
